Los músicos revelan pésimas condiciones laborales.
El Museo José Luis Cuevas estaba en su momento apoteósico: la Orquesta Típica de la Ciudad de México (OTCM) terminaba su presentación “Romances”, con un popurrí de canciones mexicanas: la música llenó el recinto y las voces de todos se unieron al coro para cantar Bésame mucho cerrando con Cachito de Consuelito Velázquez, con los aplausos de los asistentes, quienes pedían más interpretaciones.
En respuesta, el Director de la Orquesta, Luis Manuel Sánchez Rivas, pidió espacio para leer un comunicado en el que anunció su renuncia y denunció la grave situación económica y laboral por la que está pasando la Orquesta Típica, que cumplió 135 años de existencia y está considerada Patrimonio intangible de la Ciudad de México.
En su lectura pública de las razones que lo obligan a renunciar, mencionó las malas condiciones laborales, ya que a los músicos no les han pagado desde hace dos meses; ganan entre cinco y nueve mil pesos mensuales, por honorarios, lo que la hace “la Orquesta peor pagada del país”. Lamentó también la falta de interés del Secretario de Cultura, Alfonso Suárez Del Real, para conocer el trabajo que realizan y enviar a subalternos burócratas “que ignoran el manejo de una Orquesta”.
Sin presupuesto, sin Director
En entrevista, el Director Artístico de la OTCM, denunció las amenazas de Alejandro Sordo, Subdirector de Evaluación y Seguimiento de Programas Culturales, en contra de los derechos laborales de los músicos que han considerado ausentarse por falta de pago. Además les informó que para el 2020 no existe nuevamente un presupuesto específico para la OTCM. Sus necesidades serán atendidas por la Dirección General de Organización y desempeño a cargo de Ernesto Cabrera Brugada, por lo que temen un mal manejo de recursos y falta de transparencia en el ejercicio de los mismos.
“-Hay muchos proyectos más en la mesa que se presentaron en tiempo y forma, pero se requieren para un mejor funcionamiento de la Orquesta seis millones cien mil pesos”-acotó. Mencionó que si bien saben que el presupuesto viene recortado, “se requiere trabajar una imagen nacional e internacional”. Lo que sigue, dijo, es que una Comisión de Trabajo de la Orquesta busque establecer el diálogo que no se ha dado en las mejores condiciones y expresó el sentir de los integrantes , quienes dijo, “tienen sensación de abandono, ser una orquesta desplazada y desatendida”.
Respecto a la declaración de Suárez Del Real de que la agrupación había recibido 19 millones de pesos, de los cuales un millón cien mil fueron para gastos, el Director Sánchez Rivas afirmó que si con su salida se dan estas buenas noticias, “ahora que la Orquesta le exija al Secretario esos 19 millones de pesos y puedan trabajar porque el año pasado no se llevaron a cabo proyectos por falta de recursos”.
Peticiones de los músicos integrantes de la OTCM
Por su parte, los más de 80 músicos, integrantes de la Orquesta Típica declararon estar en apoyo del Director y leyeron también un comunicado dirigido a la Jefa de Gobierno, en donde describieron los antecedentes de la relación entre Secretaría de Cultura y Orquesta, con un trato discriminatorio.
Tras 14 meses sin ser escuchados, sus peticiones se resumen en 4 aspectos: presupuesto, salarios, sede y estructura y organización. No han dejado de trabajar, pese a ello. Solicitan con carácter de urgente el recurso presupuestal para el ejercicio 2020 de la OTCM, para desarrollar el proyecto artístico presentado desde mediados del año pasado por los directores de la Orquesta.
Los únicos avances que lograron después de ello fueron la adaptación de la construcción del Faro Cosmos para que sea sede de la OTCM y la instalación de reuniones con el área de Patrimonio de la Secretaria de cultura.
A lo largo de 8 puntos principales entre los que destacan en su demanda están: la Institucionalización formal de la OTCM, personalidad jurídica propia y contar con una Dirección Independiente dentro de la estructura organizativa de la Secretaría de Cultura. Presupuesto único y exclusivo para desarrollo del proyecto artístico y laboral de la OTCM, renivelación salarial (el Director que hoy renunció dio a conocer que ganan entre 5 mil y 9 mil pesos mensuales), oficialización por escrito de los trabajos realizados en el Faro Cosmos como sede oficial de la OTCM y respeto a los acuerdos logrados en las reuniones entre autoridades designadas por el Secretario con la comisión de Directores de la Orquesta.
